Burnaby council has given city staff the authority to assist a homeowner in the 4200 block of Albert Street in his attempts to change the zoning regulations on the street.
John Juginovich has been trying to have his block rezoned under the R12 regulations, which would allow every property on that side of the street to be redeveloped as a two-family dwelling and permit at least three properties to be subdivided.
But in order to change the bylaw, the city requires the approval of at least half the property owners in the affected area, and Juginovich has only been able to garner signatures from three of the 15 homeowners on the block.
A May 8 report from the city's community development committee said the lack of response is likely due to the large number of absentee landlords on the block and language problems.
While staff were given authority to assist Juginovich, the report notes that their involvement does not set a precedent and does not imply that the city is advocating in favour of the rezoning.
